Station data is prepopulated daily since early 2010, and each day's data will be kept for a full year. The end of every month will be kept, as well

A publication for the American Meteorological Society's 2011 Annual Meeting will soon be available:

Station Calculations
Station data is recorded for every day according to its observation time. An exception to this is the following:
COOP Stations with observation times between 12:30a and 11:30a:

Temperature values are computed and compared to the tenth degree in °C, then converted to °F.
Precipitation is computed and compared to the hundredth of an inch.

Station Data
Station results are returned in °F for temperature, and inches for precipitation.
Data percentage is the total number of daily observations that existed in the time period. Any codes that follow this percentage reflect:

COOP Stations with observation timesbetween 12:30a and 11:30a:

Temperature thresholds are computed and compared to the thousandth of a degree °C, then converted to °F.
Precipitation thresholds are computed and compared to the hundredth of an inch.
As of May 13, 2015 the threshold 85F was added. This will not be available for dates before this time period.
